Japan's energy operator TEPCO has detected the highest level of radiation at the Fukushima nuclear facility since the March earthquake and Tsunami hit the plant. The reading, taken between the first and second reactor buildings, registered at levels considered fatal to human health. The company and government say they remain on target to bring the reactors to a safe state of cold shutdown by January. Tens of thousands of people remain in temporary shelter after a no-go zone around the complex was enforced.
